The Lebanese Parliament approves the ration card bill


 The Lebanese Parliament, in a plenary session held at UNESCO Palace, approved a number of proposals and bills, most notably the draft ration card and public procurement law, and extending the deadlines for loans and fees until the end of this year.


This came in a long session that witnessed a discussion about the deteriorating economic and living conditions in Lebanon, as well as the continuation of differences that impede the formation of a new government headed by Saad Hariri, who has been in charge of forming the government since last October.


The adoption of the Public Procurement Law is of great importance, as the law is considered one of the basic demands that the international community was putting forward to Lebanon in order to save it from corruption.


The European Union Ambassador to Lebanon, Ralph Tarraf, stressed that Lebanon needs several basic points to become internationally acceptable to deal with, most notably the reform of the electricity sector, the adoption of the public procurement law, as well as the enactment of the law on the independence of the judiciary.


The subcommittee in the House of Representatives has studied over the course of more than 45 sessions the proposal of the public procurement law, which was prepared by a research institution specialized in financial and economic studies, and it was transferred to the joint committees that studied it and referred it to the General Assembly of the Council.


The Lebanese hope that after the law is approved and properly implemented, the highest principles of integrity will be achieved, as the law provides for the publication of all purchases in their full details on an electronic platform that everyone can view.


The law also regulates public procurement operations in absolute publicity, allowing competition between the parties that will bid for tenders, and giving them the necessary information equally without any discrimination. The law also unifies the procurement criteria for all parties that intend to implement a public procurement transaction, without any exception.


During the Parliament session, the Lebanese Parliament approved a draft law regulating the practice of the nursing profession in Lebanon, in addition to a draft law approving the conclusion of a defense cooperation agreement between the Government of the Lebanese Republic and the Federal Government of Brazil.


The Lebanese Parliament approved a draft law to approve the conclusion of an agreement between Lebanon and the European Bank for Reconstruction and Development on the cooperation and activities of the European Bank for Reconstruction and Development in Lebanon.


The Council also approved a draft law allowing the government to join the Agreement on Privileges and Immunities of the International Atomic Energy Agency, and a law requesting approval to join an agreement between the Lebanese Republic and the Government of the Hashemite Kingdom of Jordan to establish air services between their regions.


The Lebanese Parliament also approved a draft law to approve the conclusion of a military cooperation agreement between the Republic of Lebanon and the Republic of Armenia.


The Council also approved a draft law allowing the Lebanese government to join the agreement establishing the Asian Infrastructure Investment Bank, and also agreed to sign an economic and technical cooperation agreement between the Government of the People’s Republic of China and the Government of the Republic of Lebanon, in addition to an agreement between the Federal Government of Germany and the Government of Lebanon on cooperation up to 2036.
